My lord Theoden is wise and I much love him as my King. But he listens to often to Worm Tongues advise and would rather let orcs go where they like in Rohan.

Aye tis true what you speak. There is a bond there that I cannot fathom. But I will not let orcs lie for other unlucky villagers to be prey for them.
