This is a classic one. Two dwarves steak out a road bridge collecting a toll to aid in the rebuilding of the Lonely Mountain since Smaug left it in ruins. And they do pass out friendly reminders to pay.

Organize a meeting between the forces of Sauron and the Free Peoples of Middle Earth. Discuss a possible cease to the endless attacks on the havens. A good place to hold the meeting would be the Prancing Pony.

Organize a old fashioned tavern story contest. Have all present give a tale or two about themselves or a latest adventure. The best story wins a prize.

Duels and Contests.

Organize a couple of friendly duels and have allow others the chance to place bets on the outsomes. This is best done somewhere outside of a town for less NPC interference. There are all kinds of real life rules that you can implement. Such as Salutes and Fair Play. Or perhaps a dule to the first cut etc.
